probably not.
solar panels use somewhat specific frequencies of incoming solar radiation.
ozone blocks a somewhat higher frequency range of radiation.
in addition, ozone holes occur at the poles, which is not where most people live.
typically, it’s not economical to use a solar panel at that latitude because the year round energy available is not nearly enough to pay for the panel.
